This document clearly articulates a good starting point of assessing the local business and investment climate, which involves multiple areas such as physical and financial infrastructure, labor productivity, local governance and regulations. These together with other factors are important in determining city competitiveness and have been studied in the Philippine Cities Competitiveness Ranking Project (PCCRP in 2005. A study of local business and investment climate of cities in the provinces of Cebu, Negros Occidental, and Leyte is based on the results of the PCCRP 2005.
