This paper examines a new emerging paradigm in a small-scale enterprise development, the Market Development Approach (MDA). Specific focus is given to applicability and approriateness of the new approach in the provision of Business Development Services (BDS) in South Africa, given the historical inequalities and structural challenges facing small enterprise development.
