Document: REDI Case Study: Cacadu District Municipality

Description

Implementation of the Rural Economic Development Initiative (REDI) in Cacadu started in January 2010 as one of the three pilot sites of this DBSA programme.  According to the Development Programme, REDI in Cacadu District Municipality (CDM) is focused on developing the institutional and economic capacities, foster economic growth and employment creation and to improve the quality of life through:

  • Developing a bold credible and robust strategy for economic turn-around and shared prosperity;
  • Consolidating a portfolio of high impact strategic projects that can give effect to the strategy and that have the potential to leverage significant additional private and public investment;
  • Creating confidence, sound relationships and strong social capital as a foundation for development progress.  In particular, building productive relationships between established commercial and agricultural interests with government and emerging farmers and entrepreneurs is seen as critical;
  • Building solid institutional arrangements, including more capacitated municipalities, to support a sustained programme of growth and development.

On the programme level, the DBSA REDI intervention in CDM focuses on two key elements to support sustained shared growth:

  • An Agri-Innovation component that focuses on developing the knowledge, marketing and logistics infrastructure required to accelerate the area as a leading pioneer of agricultural, agro-processing and related innovation.
  • An Institutional Support component that focuses on building the strategic, systems, service and organisational infrastructure at both district and local municipality level to support sustained growth and development.
