Event: Strategic Urban Economic Planning, Israel
Date:
15. February 2011 - 02. March 2011
Strategic Urban Economic Planning, The Galilee Institute, Israel
INTRODUCTION
The indicators of urban decline, employment loss as well as social and environmental deterioration, are associated with a variety of problems and processes found in urban areas. The new urban policies and tools, formed to cope with the overall urban decline, call for effective intersectoral management and coordination. These inter-relationships have taken on a different character from those in the past as the economic, social and political climate change and as local and national governments are confronted with new urban problems. The lack of success of many earlier policy initiatives adds to the pressures for improved economic planning and management.
OBJECTIVES
The Strategic Urban Economic Planning Programme aims to impart appropriate policies and advanced tools for coping with the imbalanced economic growth and social development in the urban centres. The programme focuses on improving urban land management and infrastructure, municipal finance and administration. Economic planning, industrial and commercial development and environmental control are important factors that are considered as well. The upgrading all of these factors strengthens both urban management and economic planning capacity at the local and national levels.
During the three-week programme, the following major problems are assessed:
- the problem of deciding what level of urban public services, facilities and amenities are adequate to meet future demands.
- the problem of managing urban economic growth so that the need for large increases in public expenditures is controlled, while taking care not to unreasonably constrain the growth of employment opportunities.
- the problem of ensuring that urban growth policies are coordinated with other economic and social goals.
