Fair Share, a unit within the School of Government at University of the Western Cape, was established in 1997. It was established in response to a need for a Civil Society Organisation (CSO) to play an active role in economic policy development processes. From this broad intention, Fair Share has evolved into and organisation that meaningfully strengthens the capacity of various stakeholders to participate in the socio-economic development processes of their communities.

Fair Share invites applications for its Certificate in Local Economic Development, taking place in the Western Cape. 

The programme is designed to strengthen the capacity of practitioners in promoting local economic development. Additionally, participants will be assisted to develop strategies that are responsive to challenges of globalisation, rampant poverty and inequalities.

Admission requirements:

  • A minimum of one year’s study offered on compulsory block release basis;
  • Either a Matric, NQF Level 4 or equivalent;
  • Participants will also require a minimum of two years relevant work experience.

Duration of Course

The programme requires a minimum of one year study.

Admission Requirements:

Interested candidates should have either grade 12, Matric, NQF level 4, or equivalent and proof of at least two years of work experience OR Obtained conditional exemption, e.g. age exemption from the Matriculation Board OR Applied to the Division for Lifelong Learning at University of the Western Cape to have their prior learning (RPL) assessed.

Content of the programme

Managing Information and Communication

The module seeks to strengthen the knowledge and skills of participants involved in capturing, storing, analyzing and dissemination of information for effective decision making.

Organisational Leadership

The purpose of the module is to develop the knowledge and skills of project leaders to provide strategic leadership and management in order for their organisation to realise their goals and objectives.

Municipal Finance and Budgeting

The module seeks to strengthen the knowledge and skills of participants involved in or are interested in finance budgeting processes of municipalities.

Local Government

The module seeks to strengthen the knowledge and skills of participants and learners involved in policies and planning processes of municipalities.

Local Economic Development

The purpose of the module is to equip participants with necessary skills to develop appropriate economic development strategies for their local communities.

Research Project in Local Economic Development

The course seeks to strengthen the knowledge and skills of participants involved in conducting a research project that will assist with the strategic planning of their organisations using reliable and documented information.

Candidates who have applied for Recognition of Prior Learning (RPL) through the Division of Life Long Learning of the Western Cape may also apply.

The closing date for applications is 30 September 2011.
